SALGA recognised at the 2023 SITA GovTech Award Ceremony

The South African Local Government Association (SALGA) welcomes and appreciates the 2023 SITA GovTech Digital Governance Award in the Public Sector category as bestowed on the SALGA Digital Team on Tuesday, 12 September 2023, Durban.

This Digital Governance Award recognizes SALGA’s outstanding work in the development of the SALGA Matrix, a groundbreaking solution poised to revolutionize municipal planning processes across the country.

The SALGA Matrix is a comprehensive tool designed to guide municipalities through every step of the Integrated Development Plan (IDP) journey, from initial planning and alignment with national and provincial goals to ward-level projects and initiatives. This innovative solution extends its reach to include monitoring and evaluation, performance auditing, risk management, and procurement plans, ensuring a seamless and efficient process for municipalities.

SALGA’s Chief Digital Officer Kutlwano Chaba says: “What truly sets the SALGA Matrix apart is its versatility. It caters to both local and district municipalities and includes a District version specifically tailored to support district-wide programs and District Development Model (DDM) initiatives. This adaptability simplifies the management of ONE-Plans, facilitating the cascading of projects to local municipalities.”

The development of the SALGA Matrix has been a collaborative effort, building upon an existing locally developed technology platform. 

“SALGA's commitment to enhancing municipal operations led to the creation of this groundbreaking solution, offering a holistic approach to managing the IDP process management chain. As co-creators of this innovation, we are excited to announce that the solution is now ready for full-scale rollout,” says Chaba.

One notable success story has already emerged from the implementation of the SALGA Matrix at Ray Nkonyeni Local Municipality in KwaZulu-Natal. The streamlined IDP planning cycle has led to concurrent work on different aspects of the IDP, eliminating wasteful "wait time" and accelerating the entire process. 

In addition, the District version is currently undergoing a successful pilot phase at Lejweleputswa District Municipality.
