Happening in Parliament this week

The joint sitting of the National Assembly (NA) and the National Council of Provinces (NCOP) will reconvene on Monday at 10:00 for President Cyril Ramaphosa to reply to the debate on his Opening of Parliament Address by Members of Parliament (MPs).
 
After the President’s reply, the two Houses will split for their respective plenaries at 14:00 to hold separate debates on Parliament’s budget vote 2. Budget Vote 2 outlines Parliament ’s budget, spending plans, and performance. The NA will also consider reports on budget votes during the same plenary.
 
The President is also scheduled to be in the National Assembly for the presentation of the Presidency’s Budget Vote 1 on Tuesday at 10:00. He will return to reply to the debate on Wednesday at 14:00.
 
Meaningful public participation and parliamentary oversight over budget processes increase social ownership of the budget and enhance the effective allocation of funds while reducing wasteful prioritisation.
 
On Thursday, the NA will convene a hybrid plenary at 10:00 to consider the Report of the Select Committee on Appropriations, and the First Reading debate on the Appropriation Bill. The plenary will further consider votes and schedules, and the second reading of the same Bill.
 
The NCOP will convene hybrid plenaries on Tuesday, Wednesday and Thursday at 14:00 to consider reports, motions, legislation, and debate budget votes as follows:
 
Tuesday:
* Policy debate on Budget Vote 13: Public Works and Infrastructure
* Policy debate on Budget Vote 33: Human Settlements
 
Wednesday:
* Policy debate on Budget Vote 16: Basic Education
* Policy debate on Budget Vote 17: Higher Education and Training
 
Thursday:
* Policy debate on Budget Vote 28: Police
* Policy debate on Budget Vote 34: Mineral Resources
 
Both the NA and the NCOP will hold their respective Programme Committee meetings at 08:30 on Thursday morning to consider the draft parliamentary programme, committee reports and bills before the two Houses of Parliament.
 
Much of Parliament’s law-making and oversight work, which includes public access and involvement, is carried out in its committees – the engines that drive the work of the institution.
