In 2017, the Seventieth World Health Assembly considered the report on promoting the health of refugees and migrants (A70/24) and the decision of the Executive Board (EB140(9)). The Assembly requested the Director-General to develop a global strategy for promoting the health of refugees and migrants. A draft of the WHO global action plan on promoting the health of refugees and migrants, 2019–2023, was presented to the Seventy-second World Health Assembly in May 2019. There was broad support for the strategy at the Health Assembly, and decision WHA72(14) noted the global action plan and requested the Director-General to report back on progress in its implementation. In May 2023, the Seventy-sixth World Health Assembly decided to extend the time frame of the global action plan from 2023 to 2030.

This document consolidates key texts of the global action plan to facilitate wider dissemination and understanding. It includes A72/25 Rev.1. Promoting the health of refugees and migrants. Draft global action plan, 2019–2023; WHA72/2019/REC/1, decision WHA72(14) of the Seventy-second World Health Assembly regarding the draft plan; and WHA 76.14. Extension of the WHO global action plan on promoting the health of refugees and migrants, 2019–2023 to 2030.
