SAPS: Police on new police management structure

The restructuring that is currently taking place within South African Police Service (SAPS) is aimed at ensuring that the institution is responsive to current policing challenges and demands.

This was emphasised by the acting National Commissioner Lieutenant General Khomotso Phahlane this afternoon during a media briefing held at the SAPS Tshwane Academy. The briefing provided an opportunity for Phahlane to give context to the new management structure within SAPS.

Phahlane stated that prior to the restructuring process an in In-depth analysis was conducted focusing primarily on the SAPS’ performance in terms of the Annual Performance Plans for 2014/15 and 2015/16.

“Specific areas of persistent under-performance were identified linked directly to the prevention, combating and investigation of crime, thereby jeopardising the organisation’s likelihood of delivering on the requirements of Outcome 3 of the National Development Plan.”

The new management structure is expected to help the police to:

  •     Reorganise and strengthen operational capacity in terms of core operational responsibilities – Policing & Crime Detection.
  •     Establish synergy driven by the “Back to Basics” approach.
  •     Development of organisation specific solutions to address policing demands.
  •     Initiate interventions to address areas of persistent underperformance and non-compliance and
  •     Ensure continuous assessment of levels of performance and compliance.

Asked about the timeline and expectation from the senior management team he has assembled the acting National Commissioner Khomotso Phahlane responded by saying that “Simply put the team has yesterday to deliver because the safety of our people cannot be compromised”.
