Parliament today received the list of 400 designated members for the National Assembly (NA) of the fifth democratic Parliament and a list of members of Provincial Legislatures.

Chief Justice Mogoeng Mogoeng handed over the list to Deputy Secretary to Parliament Ms Baby Tyawa at a ceremony at Constitution Hill in Johannesburg this morning. The Chief Justice had received the list from Electoral Commission Chairperson, Advocate Pansy Tlakula.
 
On Wednedsay, 21 May, Justice Mogoeng will swear in designated members for the NA. Once sworn in, NA members will elect the Speaker of the NA, the deputy Speaker of the NA and the President of the Republic
 
The Electoral Commission’s declared results show 13 of the 29 political parties which contested the May 2014 election received enough votes for representation in the NA. These parties and the number of representatives to which they are entitled are the:

  1. African National Congress (ANC) - 249
  2. Democratic Alliance (DA) – 89
  3. Economic Freedom Fighters (EFF) – 25
  4. Inkatha Freedom Party (IFP) – 10
  5. National Freedom Party (NFP) – 6
  6. United Democratic Movement (UDM) – 4
  7. Vryheids Front Plus (VF+) – 4
  8. Congress of the People (COPE) – 3
  9. African Christian Democratic Party (ACDP) – 3
  10. African Independent Congress (AIC) – 3
  11. Agang SA – 2
  12. Pan Africanist Congress of Azania (PAC) – 1
  13. African People’s Convention (APC) – 1


In the fourth democratic Parliament there were also 13 political parties represented in the NA. There were 12 after the 2004 election, 13 after the 1999 election and seven after the first democratic election in 1994.
 
Designated members for the National Council of Provinces (NCOP) will be known on 21 May, when all Provincial Legislatures hold their first sittings and appoint their permanent delegates to the NCOP (six from each Provincial Legislature). Parties which qualified for delegation in the fifth democratic Parliament’s NCOP are the ANC, the DA, the EFF, the UDM and the IFP. In the fourth democratic Parliament’s NCOP they were the ANC, the DA, the COPE, the IFP and the Independent Democrats.
 

At the first sitting of the NCOP on Thursday, 22 May Chief Justice Mogoeng will swear in the NCOP’s permanent delegates and they will then elect the NCOP Chairperson, two Deputy Chairpersons and other Presiding Officers.
