Friends, thank you for welcoming me and the leadership of the IFP to Nongoma. I
know that when I am here, I am home. When I speak to you, I am speaking to my
family. Like any family, we are gathering today to talk about the challenges we
face and how we can pull together to keep our family strong and united.

Nowhere else in South Africa is the campaign for 2014 more evident than right
here, in Nongoma. For decades the heart of Nongoma has beat to the rhythm of the
IFP. And for decades the ANC has sworn to silence us. As we approach another
national election, the efforts to destroy us are mounting. The next hurdle we
face is Wednesday's by-election.

I have confidence that the seats you gave to the IFP will remain in the IFP,
because no one in Nongoma is going to allow their vote to be subverted and their
voice to be ignored. Through the ballot box, you asked for an IFP leadership in
ward 5, and in ward 10 and in ward 11. You asked for IFP Councillors, and you
voted for the IFP. It is insulting for our opponents to come to you now and
question your judgement, telling you to change your vote.

We entered a five year partnership at the Local Government Elections, based on
years and years of working together successfully. We have an established
relationship of trust. We know one another, and we know what works in Nongoma.
Thus you asked the IFP to keep leading in 2011. In every by-election since then,
you reminded us of your mandate and reinforced our partnership by voting for the
IFP again, in ever increasing numbers. You expressed your confidence in the IFP
and in the partnership between the IFP and Nongoma.

So I don't doubt that on Wednesday you will tell our opponents, through the
ballot box, what they seem to need to hear again and again. Nongoma wants the
IFP.

But I am here to sound a warning, because I don't want you to think that the
fight we have on our hands will be easy. I want to remind you of a few of the
tactics the ANC has used in the past to destroy our partnership. And then I want
to ask you to go to the polls on Wednesday and cast your vote for the IFP. Don't
think it doesn't matter if you don't go and vote. Don't think that this
by-election is less important than the election in 2011 or the election coming
in 2014.

Wednesday's by-election will confirm your vote in 2011 and keep it in the IFP.
It will also set the course for a victory in seven months' time at the general
elections of 2014. So it is a vitally important election. If you don't vote,
what you asked for in 2011 will be ignored and overturned. Your voice will be
drowned out in the empty slogans of our opponents. If you don't vote on
Wednesday, 2014 will be taken out of your hands and given to the ANC, seven
months before we even get the chance to vote. It's all going to be decided on
Wednesday. You need to do everything in your power to get to the polling
stations and vote.

You told the ANC in May 2011 that you want the IFP. You told them in March 2012
that you want the IFP. You told them in September 2012 that you want the IFP.
But we have to tell them again. We need the message to be loud and clear so that
no one misunderstands. Nongoma wants the IFP.

Let me remind you now what we are up against.

Just before the last general election, in 2009, IFP supporters in Nongoma were
targeted by the SAPS who came with tear gas and rubber bullets, on the
instruction of the then MEC for Safety and Security, Mr Bheki Cele. Mr Cele's
gross interference ignited running battles in which several people were hurt. In
the aftermath, we opened a case of malicious damage to property against the
SAPS, and asked the then Minister of Safety and Security, Mr Nathi Mthetwa, to
stop Mr Cele from exceeding his constitutional authority.

The following year, in February 2010, a massive police contingent unleashed a
reign of terror on Nongoma, for no clear reason. Ordinary citizens, including
the elderly, were rounded-up, searched, terrorised and abused. The doors of
their homes were broken down and personal items such as groceries were
destroyed. It was clear that the SAPS, at the behest of the ANC, had launched a
politically motivated attack on the people of Nongoma, subjecting you to human
rights abuses for nothing more than your political affiliation.

What has changed since then? For one, Mr Bheki Cele was promoted to National
Commissioner of Police, although he was later removed due to allegations of
corruption. Mr Nathi Mthetwa became Minister of Police. And last weekend, the
ANC sent both Minister Mthetwa and Mr Cele to Nongoma, reinforced by the MEC for
Community Safety. They came with the message from the ANC's provincial secretary
that they want to "liberate" Nongoma.

But Nongoma is free. No one needs liberating here. In fact, this is one of the
last few places in our country where democracy is thriving, because the
opposition is strong and people have a choice of who to vote for, other than the
ruling party.

Time and again, the electorate in Nongoma has freely voted for the IFP. And
every time you do so, you strengthen democracy. What the ANC is trying to do, by
eliminating any opposition in KwaZulu Natal, is create an autocracy. The fact
that they are doing it by jovially handing out food parcels and tying service
delivery to votes, does not make the plan any less sinister.

We have seen the ANC use every trick in the book to take control of Nongoma. Let
us not forget what happened before the last by-election. Ahead of every
by-election, parties receive a copy of the voters' roll. When the IFP received
our copy, we scrutinized it carefully to establish its integrity. We have enough
experience of electoral fraud to know that it can be done and has been done in
every election held in South Africa since 1994. Unfortunately, our opponents
have many tricks and not many scruples.

Having checked the voters' roll, it became apparent that 15 people were
fraudulently registered in Ngwabi, 37 in Manhlanhla and 92 in Nzana. We
approached the Independent Electoral Commission with this evidence of electoral
manipulation, but nothing was done about it. We therefore approached the police.

When the IFP won that by-election, the NFP immediately accused us of bussing in
supporters from other districts to vote. However, it didn't raise this
accusation with the IEC. Rather, it raised it in the media, to cast as much
suspicion as possible on the IFP's victory. Ironically, we had eyewitness
accounts of the NFP ferrying people from Dumbe, Phongola and other districts to
vote in Nongoma. Some of them were identified by residents as being fraudulently
registered.

But the police were reluctant to prevent them from voting because their names
were on the voters roll, albeit based on false addresses. I raised this matter
with the IEC and I still await a response. I did so as a citizen, a patriot and
a voter, to protect the integrity of our electoral process. It was not a sour
grapes response to an electoral defeat. The IFP won. It was also not a
sensationalist ploy to discredit our opponents, for we took it to the proper
authority rather than the closest journalist.

We have suffered one attempt after the next to destroy the IFP in Nongoma. In a
by-election in March 2012, Councillor Leonard Nxumalo received more than 50% of
your votes in ward 12. You gave the IFP's Councillor overwhelming support. But
Councillor Nxumalo soon began to receive threatening phone calls and fear began
to weigh on his mind, to the extent that he spoke about leaving Nongoma. He
became so troubled that, just three months after his electoral victory,
Councillor Nxumalo tragically took his own life. Everything about his death
speaks of intimidation and fear.

Yet you voted for the IFP again and Councillor Nxumalo's seat was kept in the
IFP. Clearly the ANC was not going to take Nongoma through the ballot box, nor
was it going to be able to steal Nongoma through electoral fraud. It thus looked
to another old trick; that of luring away members with promises of positions and
power.

This, unfortunately, succeeded to some extent, and in August we saw Mr Thami
Nyembe, Mr Nhlanhla Mthembu and Mr Sithembiso Gumbi defecting to the ANC. Thus
their seats in wards 5, 10 and 11 became vacant, which has necessitated the
by-elections that will be held on Wednesday. Ironically, the NFP fell victim to
the same bribery by the ANC, losing their former candidate for ward 11, Mr Muzi
Ndwandwe, to the ANC as well.

This was a blow to Nongoma. Not because the IFP was weakened, but because
leaders who had promised to serve you with integrity had turned around and given
their allegiance to someone else. Your vote and your trust were abused, courtesy
of the ANC. You deserve better. You deserve a leadership that stays the course
and is honest with you about its motives. You don't deserve a party that is so
hell-bent on total domination that it treats Nongoma like just another box to
tick, before it moves off to its next project.

The IFP has stayed the course in Nongoma. And the heart of Nongoma still beats
to the rhythm of the IFP. But it is up to you to keep Nongoma out of the hands
of a power-hungry and corrupt dominating party. It is up to you to cast your
vote on Wednesday to keep Nongoma's partnership with the IFP strong, thriving
and healthy. Our partnership has stood the test of time, and has made Nongoma
one of the few lasting bastions of real democracy in KwaZulu Natal. Let's keep
our partnership strong.

If you see anyone voting on Wednesday whom you know is not from your voting
district, tell an electoral official. Raise a complaint. Let's not let our
opponents get away with stealing this ward from the IFP. Let's not allow them to
cheat us.

It is up to you to make your voice heard by going to the polling station and
casting your vote, and encouraging your friends and neighbours and family to
cast their votes too. Let's make this the highest turnout of any by-election, so
that it sends a clear message to our opponents that we will not stand for
intimidation and threats. We will not stand for political manipulation. We will
not stand for being cheated out of the party that cares, the party of integrity;
the IFP.

In every by-election in Nongoma since the 2011 Local Government Elections, the
IFP has not only won, but has increased our percentage of the vote. In 2009, we
took 81,6% of the vote in this district. The question is, after all these years,
and after all you have seen, can we afford to give an inch of power to the ANC
in Nongoma? What have they done in other places where the electorate has given
them power? Is theirs the kind of leadership we can trust?

Let me give you a few facts and figures, because these tell the real story of
the ANC. 43 404 public servants in the Department of Social Services have been
caught accessing social grants to which they were not entitled. They stole
R135,6 million that was set aside for your social grant. The Department of Rural
Development and Land Reform racked up R73,4 million in fruitless and wasteful
expenditure, while farms to the value of R59 million have been lost to
corruption in Government's land reform programme.

R24,8 billion has been wasted by Provincial Departments, while municipalities'
irregular expenditure stands at R9,82 billion. The Auditor-General has
investigated infrastructure delivery in health and education and found that 70%
of projects were not completed on time, the work was substandard, budgets were
inflated by as much as 864%, and many contracts were awarded to unregistered or
under-qualified service providers.

The ANC promises heaven on earth, but it doesn't deliver. When it comes to
by-elections, the ANC turns up with food parcels and promises. Even in the North
West, in Tlokwe, just before a by-election, the ANC turned up with title deeds
to RDP houses, some of which had already fallen down or were dangerously
uninhabitable. One lady was awarded a title deed to a pile of rubble. This shows
how desperate the ANC is to win votes, but also how little they really care
about the people they are supposed to serve. Service delivery should never be
linked to votes. That is holding voters to ransom.

The ANC says there will be no intimidation in Nongoma on Wednesday. But can they
also promise there will be no electoral fraud? No vote buying? No bribery? No
tricks? And if they were to gain your vote, can they promise there will be no
more corruption, no more fruitless and wasteful expenditure, no more
tendrepreneurship, no more financial mismanagement and no more Nkandlagate,
Guptagate, Manase Report and Arms Deal scandals? Will Marikana never happen
again? Will rape and murder finally be tackled? Will democracy survive?

If the ANC makes these promises, they will ring hollow, just like every other
empty promise made on their campaign trail. They have proven themselves time and
time again over almost twenty years. They don't deliver. They don't care. They
won't make life better in Nongoma. What the ANC wants to do is get Nongoma under
their control just so that they can say, "Look, we defeated the IFP."

But this isn't a game. This isn't about settling old political scores. It's
about serving the needs of Nongoma. It's about listening to you, the people, and
working for you and with you. It's about a partnership of trust, built on years
of shared efforts and shared victories. We've toiled together. We've built
together. Together we've ploughed into Nongoma. And we're not about to give all
of that away.

When we ran the municipalities that the treachery of Ms KaMagwaza-Msibi, handed
over to the ANC, there was no corruption.  NFP Councillors realised in what a
mess KaMagwaza-Msibi had put them in.  And decided in most of these
municipalities to vote with the IFP Councillors.  As soon as this was becoming a
trend, the MEC of COGTA Ms Nomusa Dube, took over these municipalities for them
to be run by her Administrators, Administrators handpicked by the ANC Provincial
Government.  This is disrespecting the right of the voters who voted in
Councillors to run these municipalities.  What has happened here when three
Councillors, Mr Thami Gumbi, Mr Nhlanhla Mthembu and Mr Sithembiso Gumbi decided
to follow the steps of Ms Zanele KaMagwaza-Msibi is the culmination of the ANC
plan to lure our members with patronage to join them.  When I stated that
KaMagwaza-Msibi's defection resulted in the two ants riding on each other's
back, I was criticised.  But exactly as I had predicted KaMagwaza-Msibi and the
NFP brought in the ANC in Nongoma and other places through the back-door.  I
explained and gave all the facts about how Ms KaMagwaza-Msibi was lured by top
leaders of the ANC to do what she did to me and the IFP.  So the ANC has failed
for nearly 20 years to penetrate IFP support in Nongoma.  They then recruited Ms
KaMagwaza-Msibi to open the back-door for them.  And today we see three
proselytes of KaMagwaza-Msibi in these three Councillors who unlike Ms
KaMagwaza-Msibi who used the back-door have entered the ANC mansion through the
front door.  The man behind their defection Mr Khaya Khumalo is playing a major
role in all this drama as you can see for yourselves.  He is conducting this
whole drama as a true tenderpreneur.

They must think that the people of Nongoma are more stupid than the people of
Nkandla.  The people of Nkandla have gone back home to the IFP.  This is right
where the President of the ANC lives.  How can people of Nongoma do a foolish
thing of doing the opposite of what the people of Nkandla did?

I urge you to get the word out to keep Nongoma in the IFP. Vote on Wednesday.
Make your voice heard. These seats belong to the party you chose, the party of
integrity; the IFP.

After Wednesday's by-election, the battle will still be on. 2014 is still ahead.
But we will have positioned ourselves for a victory. I encourage you then to get
the word out about the first voter registration weekend for the 2014 elections.
It is happening on the 9th and 10th of November, three weeks from today. Across
South Africa, 8.3 million new voters need to be registered. But here in Nongoma,
where the election battle is at its strongest, everyone must be empowered to
vote.

It's your right. It's your voice. So keep Nongoma free. Keep Nongoma IFP.
