Protesters blocked the entrance to the Gauteng Department of Health head office in Johannesburg on Wednesday morning.
Department spokesperson Motalatale Modiba said employees who were appointed on a 12-month basis as part of the Expanded Public Works Programme (EPWP) had gathered outside the building.
He said they appeared to be protesting the conclusion of their contracts at the end of the month.
"EPWP is a national programme that gives people with only matric workplace experience and skills development. It is not meant to be permanent employment," added Modiba.
Modiba stressed the protest was not linked to the ongoing public sector strike action by members of the National Education Health and Allied Workers Union.
He said staff could still gain access to the building through alternative entrances.
