1, Lindiwe Lusenga, in my capacity as acting Director -General of the Department of Water and Sanitation, on reasonable grounds believe that a water shortage may exists in the Western Cape Water Supply System (WCWSS) due to insufficient rains in the 2017 winter season and restricted rainfall predictions for the oncoming months as well as a high water demand that it is necessary to limit the taking of water from the Western Cape Water Supply System.
