The National Assembly (NA) has, during its sitting today, approved the determination of the salaries and allowances of members of the Financial and Fiscal Commission (FFC) and the councillors of the Independent Communications Authority of South Africa (ICASA).

The NA adopted the reports of the Standing Committee on Finance, which considered the recommendation on the FFC and the Portfolio Committee on Communications and Digital Technologies, which dealt with the ICASA councillors.

The Standing Committee on Finance recommended a 3% increase for the 2023/24 financial year and a 2.5% increase for the 2024/25 financial year for the members of the Financial and Fiscal Commission (FFC), while the Portfolio Committee on Communications and Digital Technologies recommended the same for the councillors of the Independent Communications Authority of South Africa (ICASA).

The two committee reports follow a letter dated 28 May 2024 from the President of the Republic, in which he requested the NA to consider the draft notice of his determination of the salaries and allowances of members of the FFC and ICASA, amongst others. The President makes the determination under the Determination of Remuneration of Office-Bearers of Independent Constitutional Institutions Laws Amendment Act of 2014.

The letter refers to the Independent Commission on the Remuneration of Public Office Bearers’ recommendation for a 3% salary increment for all Public Office Bearers, including Members of the Independent Constitutional Institutions, for the 2023/24 financial year. It also recommends the 2.5% salary increment for the 2024/25 financial year. The letter also states that the President had accepted the Independent Commission’s recommendation.

During the same sitting, the House decided not to establish a Parliament Ad Hoc Committee to investigate the impact of extortion in South Africa, with a specific focus on the Western Cape, Eastern Cape and KwaZulu-Natal. 

The draft resolution, sponsored by the leader of the Economic Freedom Fighters, Mr Julius Malema, was debated during a mini plenary of the NA on 6 September 2024.
