The African National Congress in Mzala Nxumalo Region has been made aware of the theft of municipal vehicles by the former Mayor of Nongoma Local Municipality Cllr Mangaqa Mncwango.

Mncwango disappeared without  handing over the mayoral fleet to the new Mayor, Cllr Mshangane Clifford Ndabandaba.

IFP councillors and municipal staff have informed the ANC in the region that despite being advised to strictly comply with the Pietermaritzburg High Court order,  Mncwango is  doing everything with impunity.

He is using a mayoral fleet to attend to IFP activities.

He has verbally abused anyone who is trying to fetch the cars.

Section 62 and 78 of the Local Government Municipal Finance Management Act 2003 (Act 56 of 2003) places an obligation on municipal officials to take reasonable steps to prevent, within their areas of responsibility, any unauthorized, irregular, fruitless or wasteful expenditure.

In addition, as guided by the act, municipal officials are expected to take reasonable steps to ensure that the resources of the municipality are used effectively and economically.

In view of the fact that ordinary members of society and municipal staff have complained to the ANC, we are left with no option but to open a case of theft with the police.

Mncwango must be arrested and be forced to pay back taxpayers money considering the fact that he is not paying for fuel.

Finally, it should be remembered that office bearers who were elected during the sitting of the meeting held on the 21st February 2023 were reinstated as announced by COGTA on the 22nd June.

 

 The office bearers are the following:-

●Mayor, Cllr Mshangane Clifford Ndabandaba of the NFP,

●Deputy Mayor, Cllr Sabelo Nkosi of the EFF (now vacant)

●Speaker, Cllr Babongile Sithole, representing the ANC
