The National Minister of Public Works, Mr. Sihle Zikalala, currently sits on 4,221 title deeds that are intended for distribution in Western Cape municipalities. These land parcels, upon which houses have already been constructed, currently remain idle, awaiting the transfer to municipalities, which will enable them to be allocated to deserving beneficiaries.
Unfortunately, these title deeds have been delayed in their transfer from the National Department of Public Works to the respective municipalities, spanning the period from 2019 to 2022.
These title deeds pertain to two key categories:
• The Title Restoration Project covering the years 1994 to 2014,
• and pre-1994 developments.
The delay of transfer of land has taken anywhere between 4 to 10 years. With an average household size of 3.3 It is estimated that a total of 13 929 individuals are set to benefit, should the backlog be cleared.
Municipalities that are affected include:
• Drakenstein Municipality,
• George Municipality,
• Theewaterskloof Municipality, and
• Saldanha Bay Municipality.
The Democratic Alliance in the Western Cape demands that this title deed backlog be addressed immediately and that the transfer of this land be fast-tracked. The ANC National Government must transfer this land to capable municipalities, enabling them to deliver more housing opportunities to our communities.
