The DA is deeply concerned by Minister Senzo Mchunu's lack of accountability and transparency regarding audits conducted on authorised sewage and water treatment package plants. His failure to address the relevant financial legislation and legal obligations raises serious doubts about his commitment to serving the public. This is particularly alarming amid concerns over water quality following a recent cholera outbreak in Gauteng and Mpumalanga.
In his response, the Minister claims that all municipal wastewater treatment plants were audited by his Department between 2009 and 2023, but he provides no specific details as to how often or percentages of correct audits, leaving the effectiveness of the process in question.
There is also no clear explanation of the actions taken to address non-compliance with licensing conditions and assess environmental damage.
The DA will not let the Minister's lack of transparency go unchallenged. We will again put a question to the Minister, demanding answers on the percentage of correctly audited wastewater treatment plants each year and details of civil and criminal action taken against defaulters. We are committed to holding the Minister accountable for his negligence and ensuring a transparent and effective auditing process.
While the national government fails in its responsibilities, the DA-led City of Cape Town is taking decisive action to address environmental concerns in the Milnerton area. The approved Potsdam Wastewater Treatment Works' Section 33 Contract will commence construction in June 2023, with completion projected for November 2027. Short-term interventions, maintenance work, and remedial measures are being implemented to mitigate environmental issues. The City is actively engaging with the Joe Slovo Community to improve services in informal settlements and drafting a Remediation plan.
We urge all residents to attend the upcoming quarterly Milnerton Lagoon engagement meeting on June 21, 2023, at the Leibrandt van Niekerk Community Centre in Table View. This meeting provides an opportunity to stay informed and actively participate in shaping the future of our city. Your input and involvement are crucial.
We sincerely thank residents, civil society organisations, and government officials who are working diligently to address this issue. As Cape Town residents, we cannot rely on empty promises from the ANC-led national government. Let us stand together, attend public meetings, and actively contribute to combating illegal dumping and protecting our water bodies, creating a cleaner and healthier environment.
