It is with great pride that the Johannesburg Multi-Party Government announces the appointment of Ms Tshifularo Mashava (46) as the Chief Executive Officer (CEO) of Johannesburg’s power-distribution Municipal Entity, City Power.

Ms Mashava an exceptional leader, whose career began as a Revenue Management Graduate in Training at Eskom in 1999, understands the energy and public sectors, having proven herself as the Acting CEO over the last six-months. She brings with her 22-years of work experience, 13-years of which is in the energy sector, 15-years in senior management various roles, and 6-years of executive experience at City Power.

In the last six-months I have worked closely with Ms Tshifularo, and she has impressed upon the City’s Executive and Entity leadership the social and economic importance of a stable City Power for Johannesburg and the country, and the need to act immediately and realistically.

In the short time that Ms Tshifularo has led the Entity in an acting capacity, she has played a key role in raising the alarm bell on the theft and vandalism of City Power’s infrastructure. While attacks on our critical infrastructure remains an ongoing battle, we have already seen a marginal reduction in incidents, and an increase in arrests and significant jail sentences for those involved in this organized criminal activity.

Ms Tshifularo was also a significant driving force behind the successful two-day Joburg Energy Indaba at the end May this year, which saw the City and energy stakeholders, across all disciplines, chart a path that will see Joburg procure an additional 500MW of new energy from Independent Power Producers over the next 18 to 36-months. Enabling the City to advance continuous and growing economic activity and efficient service delivery.

In a tight budget climate, Ms Tshifularo successfully motivated the Multi-Party Government to allocate the lion’s share of the City’s capital expenditure budget (R1,2-billion of R7,7-billion) to City Power, which will be dedicated to infrastructure refurbishments and upgrades; and an additional R1,6-billion on operating budget to reduce power outages.

These strategic moves have set Joburg on a path towards the supply of reliable, affordable, and sustainable energy supply.

MMC for Environment and Infrastructure Services, Cllr Michael Sun, has noted that “This is spectacular news that will only aid City Power in further stabilising the Entity and enhancing deliberate efforts to sustainably provide quality energy services to the residents of Johannesburg.”

It would be remiss of me not to mention the significance of this appointment in a month dedicated to highlighting the issues women face and celebrating their past and present contribution to our country. Ms Mashava certainly stands as a shining star.

On behalf of the Joburg Multi-Party Government, I wish Ms Tshifularo continued success, and pledge our support as we work to repair and rebuild City Power so that we can truly build a City of Golden Opportunities.
