The Johannesburg Crisis Alliance (JCA) welcomes the intervention by organised business calling for urgent action to address Johannesburg's deepening governance, financial and service delivery crisis. The statement by Business Unity South Africa (BUSA), Business Leadership South Africa (BLSA) and Business for South Africa (B4SA) is timely and necessary. Johannesburg's decline has gone on for too long.
Through its community engagement programme ahead of the 2026 local government elections, the JCA continues to hear residents' frustration with failing services, crumbling infrastructure, financial instability and repeated promises without delivery.
“Johannesburg’s decline is not inevitable. It is the result of governance failures, weak oversight and a political culture that too often tolerates dysfunction while residents pay the price,” said the JCA Coordinator, Yunus Chamda.
The JCA supports the call for immediate action to stabilise municipal finances, introduce transparent reporting against measurable service delivery indicators and enforce consequence management for corruption, maladministration and irregular expenditure.
The alliance also supports the call for all parties contesting the elections to present specific, costed and measurable plans to address Johannesburg's fiscal crisis, restore infrastructure and rebuild functional governance.
It further supports the use of all available constitutional and legislative mechanisms to drive structural reform, strengthen governance and enforce accountability.
However, the JCA believes that stronger oversight, firmer intervention and far greater urgency will be required in the period leading up to the elections. Given the City's severe financial distress, the JCA believes provincial and national government must intensify oversight of municipal finances, procurement and major expenditure decisions, especially in the run-up to the elections.

The final months of an administration often carry heightened risks of patronage, abuse of public resources and politically driven spending. The final months of this administration needs strong oversight and meticulous scrutiny. Any further deterioration in financial discipline will deepen the burden on residents and the next administration.
At its core, Johannesburg's crisis is a crisis of accountability. Recovery will require transparent reporting, measurable targets, independent monitoring and real consequences for failure.
The JCA welcomes the commitment by organised business to contribute to Johannesburg's recovery and stands ready to support credible, transparent efforts to rebuild the city.
Johannesburg's residents deserve a city that works, leadership that is accountable and a future built on effective governance and responsible stewardship.
