The National Council of Provinces (NCOP) will, during its hybrid plenary on Tuesday at 2 pm, host the Economics Cluster 4A Ministers for a Questions for Oral Reply session. Cluster 4A comprises of Ministers responsible for Agriculture, Land Reform and Rural Development; Forestry, Fisheries and the Environment; as well as Mineral Resources and Energy.
 
The Economics Cluster 4B Ministers will follow on Thursday during the Council’s hybrid sitting at 2pm. Cluster 4B comprises the Public Enterprises Ministry; Public Works and Infrastructure; as well as Communications and Digital Technologies.
 
The National Assembly’s (NA) hybrid plenary sitting, on the other hand, will conduct its Questions and Answer session with the Economics Cluster Ministers on Wednesday at 3 pm.
 
Parliament uses a range of instruments to hold the Executive accountable, which include putting questions to the cabinet ministers as provided for by the constitution. Section 92(2) of the Constitution stipulates that Cabinet Members are accountable collectively and individually to Parliament for the exercise of powers and performance of their functions.
 
On Tuesday, the NA hybrid plenary sitting at 2 pm will consider various committee reports and also hold a debate on Freedom Day, under the theme, Consolidating and safeguarding democratic gains.
 
Reports to be considered during this sitting include: 

Consideration of Report of Joint Committee on Ethics and Members’ Interests on Alleged contravention of Code of Ethical Conduct and Disclosure of Members’ Interests: Honourable Mosebenzi Zwane, MP.

 On Wednesday, the NCOP reconvenes at 2 pm to consider motions and reports of the Joint Standing Committee on the Financial Management of Parliament, Select Committee on Co-operative Governance and Traditional Affairs, Water, Sanitation and Human Settlements, among others.
 
On Thursday at 8.30 am, the programming committees of both the NA and the NCOP will convene respectively to consider the programmes of both houses, consider motions, and bills before the two Houses.
 
Two virtual mini-plenaries are scheduled on Thursday in the National Assembly at 2pm to discuss various topics of national importance, namely: 

The African Union at 60 – Sixty years of the emancipation of African people and advancement of economic integration of the continent.

Measures to deal with the South African Post Office’s provisional liquidation and the negative impact this may have on the delivery of its core services, including the payment of social grants on behalf of SASSA.

Creating a better future for children through human development and health provision.

Establishment of an ad hoc committee in terms of Rule 253(1)(a) to exercise oversight over the new Minister of Electricity and the implementation of the Office of Minister Ramokgopa’s programme of action.

 Much of Parliament’s law making and oversight work, which includes public access and involvement, is carried out in its committees – the engines that drive the work of the institution.
