Plenary Sittings of both Houses of Parliament, the National Council of Provinces (NCOP) and National Assembly (NA), Ministerial Briefing on Infrastructure development, and Questions to the Ministers in the Economics Cluster are among items on top of the agenda in Parliament's programme this week.
The National Council of Provinces (NCOP) has one plenary sitting and a Ministerial briefing planned this week.
Tuesday will feature a Ministerial Briefing Session on Infrastructure development themed: "Accelerating the Implementation of the National Infrastructure Plan for empowerment and development". Ms Patricia De Lille, Minister of Public Works & Infrastructure, together with Ms Noxolo Kiviet, the Deputy Minister, will provide a national overview on implementation progress. The Ministers of the Executive Council (MEC's) will give a provincial perspective.
Thursday's sitting starting at 2 pm is scheduled to hold a debate on the devolution of the South African Police Services.
Meanwhile, the National Assembly (NA) has three hybrid plenary sittings.
On Monday, a special programming committee meeting is scheduled. The meeting will plan the business and also agree on the programme of the House in light of the Constitutional Court ruling in respect of the Local Government Elections.
Tuesday's sitting will consider the report of the Standing Committee on Finance on the Financial Sector Laws Amendment Bill. One of the bill's objectives is to create a resolution framework to ensure that the impact of a failure by banks or systematic financial institutions is managed in an orderly manner. At the same sitting, the oversight report of the Portfolio Committee on Basic Education will also be considered.
On Wednesday, an oral questions session with Ministers in the Economics Cluster is planned. The Cluster comprises of Finance; Communications and Digital Technologies; Employment and Labour; Forestry, Fisheries and the Environment; Mineral Resources and Energy. Parliament uses a range of instruments to hold the executive accountable. Section 92(2) of the Constitution stipulates that cabinet members are accountable collectively and individually to Parliament for the exercise of their powers and performance of their functions.
On Thursday at 10 am, the NA plenary will convene for motions of condolences to honour five Members of Parliament who passed away in the past months.
The Portfolio Committee on Higher Education and Technology will convene a series of engagements on the institutional autonomy of public higher education institutions on Friday. The public engagements aim to build stronger links between the institutions of higher learning and the public they represent. There are about 36 Committee meetings planned this week.
