The DA has called for urgent intervention from KwaZulu-Natal (KZN) Human Settlements MEC, Nthuthuko Mahlaba, after an oversight inspection of the Zoutspanberg Mews flats, in Ward 71 Shallcross, that revealed residents living in shocking conditions.
Despite the department having begun rectification work, under its pre-1994 rectification programme, some eight years ago, only two flats were completed before the Department abandoned the project.
While the Department drags its feet in completing long overdue rectification there is the potential for loss of life. Residents are living with cracked walls, flooding when it rains, exposed electrical wiring, cupboards falling off walls, and damp walls, leading to health issues.
One resident lives in constant fear of her house collapsing every time it rains after the foundations became exposed during last years’ floods. Despite informing officials of the situation on numerous occasions, nothing has been done.
Residents are also living in limbo. Some were told to pack their belongings and move to a so-called decanting centre while the issues were attended to. Seven months later, they are still sitting there without any information or updates from the Department.
They also claim that because they had been waiting for their title deeds for so many years they were forced to accept title deeds despite their flats falling apart and the government failing to keep its promises to rectify the numerous faults.
The department’s actions, pressuring beneficiaries to accept title deeds and then leaving them in the lurch, is both underhand and deceitful. Yet again, this department is focused on ticking boxes, without ensuring quality work, oversight, and prioritising people and their safety.
Residents further claim that they are unclear over whether the contractor's term has ended or whether work has stopped due to payment issues. Other concerns raised include the contractor’s supposed failure to employ sufficient local labour which, according to them, could be another reason for the shoddy workmanship.
The Department’s budget allows for the rectification of pre-1994 projects before beneficiaries are given their title deeds. Yet, these residents have been abandoned and left with substandard living conditions.
During the recent KZN Human Settlements budget debate, the DA stated that the problems within this department are governance related rather than budget related. We expect MEC Mahlaba to take action and ensure that the situation at Zoutpansberg Mews flats is resolved.
