The Chairperson of the National Council of Provinces (NCOP), Ms Thandi Modise, will deliver the opening address at the Annual NCOP Members Induction Programme on Tuesday, 30 January 2018 in Cape Town.
In every democratic dispensation, the legislative arm plays a pivotal role, as Members of Parliament are elected representatives who serve as the voice of the people. As such, Parliamentarians are accountable to ordinary citizens, hence the necessity for all members to receive training on a number of procedures, to assist in the execution of their duties.
As result, the two-day induction programme will look at the following:
- Rules of debate, which will include discussion on the purpose of the Rules, freedom of speech and attendant responsibilities and limitations, and decorum of the House;
- The law-making process, which will look at the classification of Bills, the introduction of a Bill and the structure of a Bill, among other things;
- Oversight and accountability, which will consider the oversight and accountability model, the role of Committees, and the purpose of oversight and accountability;
- Facilitation of public participation and involvement, focusing on case studies; and
- Interventions, including both provincial and national interventions.
Members of the media are invited to attend the meeting.
