The African National Congress Youth League (ANCYL) highlights the importance to reflect on June 16 and the ongoing struggles faced by the youth of our nation. Commemorating the 48th anniversary of the June 16, 1976, Soweto Uprising, we are reminded of the challenges young people still face today. The fight for quality education, economic opportunities, and social justice continues. We remain dedicated to advocating for the rights and interests of the youth, drawing inspiration from the past to fuel our efforts in the present and the future. In this month again we celebrate international pride month.

We welcome President Cyril Ramaphosa’s commitments made during his inaugural at Union Buildings ahead of the 7th Administration. The President’s vow to addressing the inequalities and hardships that continue to plague our nation, foster a non-racial, non-sexist society and build an inclusive economy resonates deeply with the youth of South Africa. His promise to create jobs, provide quality education, tackle corruption, and ensure safety for all aligns with our aspirations for a brighter future. The ANCYL stands ready to support these noble efforts, working together to transform South Africa into a land of opportunity, unity, and prosperity for all its people.

On the Government of National Unity (GNU)

We applaud the ANC for its strategic and inclusive approach in forming a Government of National Unity (GNU). This decision reflects the ANC's dedication to unity, stability, and progress.

The ANCYL will not compromise on policies that are critical to advancing the National Democratic Revolution (NDR). Policies that contradict the principles of the NDR, such as the proposal to reform NSFAS into a tiered bursary and loan system, will not happen under our watch.

The fight for democracy in South Africa was long and difficult, marked by immense sacrifices and struggles. We will not allow any regression or the implementation of policies that undermine the hard-won gains of our democracy. While we are prepared to work with all parties, including the DA, our commitment to progressive policies remains unwavering. The GNU must focus on issues critical to the youth, such as unemployment, higher education,

crime, and drug abuse, and ensure that inclusive economic growth and effective service delivery are prioritized for all South Africans.

Additionally, the advancement of industrialization, investment in large-scale infrastructure projects, and support for small businesses and Black industrialists are essential to our agenda.

The ANCYL is committed to working with the GNU to ensure that the voices and needs of the youth are prioritized and addressed, while firmly opposing any policies that undermine the NDR.

On the Outcomes of the 2024 National and Provincial Elections

The ANCYL commends the people of South Africa for their participation and support. The election outcome, where the ANC received 12,698,759 on the national and regional ballots, reflects a mandate to continue leading our country in accordance with the democratic will of the people. This election was a testament to the ANC's enduring legacy and the trust placed in us to address the nation's challenges and advance our shared aspirations for a better South Africa.

The ANCYL extends its heartfelt appreciation to the people of South Africa, especially the youth, for participating in the 2024 elections and supporting the African National Congress. We have seen the inclusion of approximately 20 young people under the age of 35 as parliamentarians, along with a significant number of individuals under the ages of 40 and 50. This is a positive step towards ensuring that our leadership reflects the demographics of our society, where the youth form a substantial part.

The ANCYL proudly notes that 14 of our National Executive Committee Members are now in Parliament, with others serving in provincial legislatures. Although we have not yet reached all our targets, these outcomes provide hope that our leadership will increasingly mirror the youthful and dynamic nature of our society.

On the National Government and Provincial Government Executives

We are proud to announce that in the Eastern Cape, the Provincial Chairperson of the ANCYL Cde Vuyo Jali has been appointed as the Deputy Speaker of the Legislature. In Limpopo, the Provincial Chairperson Cde Tonny Rachoene has been appointed as MEC of Public Works, Roads and Infrastructure. We appreciate this vote of confidence from the ANC in the Eastern Cape and Limpopo, but we continue to push for more representation.

The ANCYL calls for the appointment of young people as Ministers, and Deputy Ministers by President Cyril Ramaphosa, MECs by Premiers.

On Youth Unemployment

Youth unemployment remains a critical issue in our country. President Cyril Ramaphosa has acknowledged the ANCYL’s call for job creation through the strategic management of our mineral resources. We firmly believe that by reducing the export of raw materials to less than 70%, we can create more jobs within the processing sectors, providing meaningful employment opportunities for our youth.

On Drug Abuse and Crime

We remain vigilant in our fight against drug abuse and crime. Following our march in Soshanguve, we received promises from the Police Commissioner to address the issues raised in our memorandum. We await the implementation of these promises and will continue to hold the authorities accountable to ensure the safety and wellbeing of our communities.

On Access to Higher Education

While we appreciate the progress made in providing free education from primary to high school, there is still much to be done to improve access to higher education. The ANCYL advocates for maintaining the current status of NSFAS, opposing any moves to convert it into a loan system. Instead, we call for increased financial support for students and improvements in the distribution and administration of NSFAS.

On Supporting Youth Owned Small and Medium Enterprises (SMEs)

The ANCYL recognizes the critical role that small and medium enterprises (SMEs) play in job creation and economic growth. We call for more support and funding for youth-led SMEs, including access to finance, mentorship programs, and business development services. By empowering young entrepreneurs, we can foster innovation and create sustainable economic opportunities. The ANCYL calls for increase of NYDA budget so that it can further support young people who want to start and grow their businesses.

On Mental Health and Well-being

The mental health and well-being of young people are paramount. The ANCYL highlights the need for accessible mental health services and support systems for the youth. We advocate for the integration of mental health education in schools and universities, as well as the establishment of community-based mental health programs to support those in need.

As the Term of Office for the 7th Administration is About to Commence

The ANCYL will advocate for the implementation of the ANC manifesto, focusing on the following key areas:

Economy:

Advance industrialization and future industries while protecting existing ones.

Invest in large-scale infrastructure and fix energy, transport, and logistics.

Support small businesses and Black industrialists and accelerate land reform.

Jobs:

Create 2.5 million work opportunities through the Presidential Employment Stimulus.

Promote employment equity for Black people, women, and persons with disabilities.

Corruption:

Strengthen law enforcement and anti-corruption bodies.

Establish a permanent Investigating Directorate with expanded powers.

Enhance accountability through audits, vetting, and public awareness campaigns against corruption.

Education:

Ensure universal access to quality early child development by 2030.

Promote a culture of reading, numeracy, and technological skills.

Expand skills development in emerging fields and improve post-school education, vocational training, and digital learning opportunities.

Crime: • Implement the Integrated Violence and Crime Prevention Strategy.

Modernise policing with more frontline officers and strengthen Community Policing Forums.

Combat cybercrime, trafficking, and organised crime with specialised units and data-driven strategies.

In conclusion, the ANCYL remains committed to advocating for the rights and interests of the youth and ensuring that their voices are heard in all spheres of government.
