ActionSA welcomes the passing of the 2023/2024 City of Tshwane Budget and Medium-Term Revenue and Expenditure Framework (MTREF) which included additional funding to complete the first phase of the Rooiwal Wastewater Treatment Plant that we requested. 

The passing of the City of Tshwane’s budget is a step in the right direction to restore financial sustainability and good governance to the city’s finances while accelerating service delivery to all communities across the city.

ActionSA particularly welcomes the additional funding towards the Rooiwal Wastewater Treatment Plant where the community of Hammanskraal had to face a cholera outbreak. The relocation of the Mamelodi flood victims is also a step in the right direction to restore dignity to that community. 


As a committed partner of the City of Tshwane multi-party coalition government, ActionSA looks forward to working with our coalition partners and two members of the mayoral committee to help bring change to residents of the capital city.

ActionSA remains concerned that insourcing of city employees is not currently a part of the city’s financial planning and will therefore continue to lobby for insourcing – as ActionSA President Herman Mashaba achieved in the City of Johannesburg.

We will also maintain a key eye on the city’s expenditure on capital projects, including the Rooiwal Wastewater Treatment Plant, to ensure that mistakes and wastages of the past are not repeated again. 

ActionSA, a party committed to ethical leadership, look forward to the multi-party government restoring good service delivery to the City of Tshwane. The coalition should become a prime example of what can be achieved if once the ANC is removed from government in the run up to the 2024 elections.
