ActionSA President and Joburg Mayoral Candidate, Herman Mashaba, has written a letter to the Minister of Finance, Enoch Godongwana, recommending a technical support team to monitor National Treasury funds that will be transferred to the City of Johannesburg.

The letter also enquires whether the City has provided a satisfactory recovery plan before the funds are released, and the mechanisms Treasury intends to employ to ensure that the funds are utilised exclusively for their intended purposes.

This comes as the City battles a liquidity crisis, with nine days left in its coffers and relying on the reinstatement of R3.6 billion in its equitable share allocation.

On 7 July 2026, National Treasury informed the City that will withhold the allocation to the City due to persistent failures to adhere to fiscal discipline and increasing unauthorised, wasteful and irregular expenditure.

The warning from Minister Godongwana follows a prior admonishment to the City, regarding the R10 billion wage agreement with unions that National Treasury regards as illegal due to the administration’s unaffordability.

Johannesburg has reached its tether, facing significant risks to service delivery, infrastructure investment, investor confidence. Millions of residents are victims of a government that has eroded public trust in its ability to act in its interests.

ActionSA’s position is clear – Executive Mayor, Dada Morero, and the City’s leadership have failed to uphold basic governance and fiscal management competencies outlined in the Municipal Finance Management Act.

The request for further intervention from Minister Godongwana is not politicking. Neither is it intended to interfere with the constitutional autonomy of National Treasury and the City’s administration. It is in the interest of residents who deserve leaders who adhere to lawful financial administration and safeguarding the long-term sustainability of Africa’s economic mecca.
