The DA in Limpopo calls on the leader of Government Business, MEC Basikopo Makamu, to table  quarterly reports from departments and entities to monitor  SCOPA resolutions and to report on consequence management of unwanted expenditure.

The DA is concerned by the blatant disregard by members of the executive  to implement SCOPA resolutions and the inability by the Limpopo Legislature to monitor and track its own SCOPA and House resolutions during the 6th Administration.

During the previous term (2014/15 to 2021/22 ) a total of 930 resolutions were passed by the house of which 565 (61%) were resolved. However, 365(39%) remain outstanding.

The Report on tracking  the status of  SCOPA resolutions indicates the number of resolutions met and not met by each department and entities.

Resolutions not dealt with are:

Office of the Premier:  38%(12)

Department of Education: 48%(44)

Department of Agriculture and Rural Development: 36%(21)

Treasury – 63%(14)

Department of Local Economic Development, Environment and Tourism: 20%(8)

Department of Health: 49%(41)

Department of Transport and Community Safety: 34%(14)

Department of Public Works, Roads and Infrastructure: 14%(11)

Department of Sports, Arts and Culture: 17%(11)

Department of Co-Operative Governance, Human Settlements and Traditional Affairs: 57%(32)

Social Development: 31%(17)

Public entities-

LEDA:  45%(35)

LTA: 21%(12)

RAL:64%(42)

GAAL:57%(51)

LGB: 0%

Irregular expenditure incurred in contravention of legislation are currently R16,068 220 billion.

The fruitless and wasteful expenditure incurred was R192 385 million with COGHSTA the biggest culprit incurring R114 988 million.

The DA will continue to expose the non-implementation of SCOPA resolutions,  which not only renders this committee toothless, but also allows for poor financial practices and corrupt activities to continue with impunity.
